Can commissioners some how make suggestions to add or remove players from the "can't cut list"?

We're coming up on the end of the "Fantasy" season and I have some really unproductive players on my team as well as other teams in my league that are on the can't cut list. Is there some how I, as the commissioner, can make suggestions to Yahoo to add or remove players from this list? I don't want to disengage this function but there are some pretty bad or unproductive players on this list.
